Ukraine
Building the institutions for a stronger, more resilient health systemFor nearly two decades, MSH has partnered with Ukraine to strengthen the institutions, policies, and systems that make quality health care more accessible, affordable, and resilient.
Beginning with pharmaceutical systems strengthening and continuing through the U.S. Government-funded SAFEMed Activity, MSH has worked alongside Ukraine's Ministry of Health, National Health Service of Ukraine, Medical Procurement of Ukraine, State Expert Center, regional authorities, and other national partners to modernize medicines policy, strengthen health financing, improve digital systems, and build transparent, evidence-based institutions.
When Russia's full-scale invasion placed extraordinary pressure on Ukraine's health system, these investments became the foundation for resilience. Together with Ukrainian institutions, MSH helped maintain access to essential medicines, strengthen supply chains, support continuity of HIV and TB services, and sustain reforms that will contribute to Ukraine's long-term recovery and achieve its aspiration to join the European Union.

MSH in Ukraine
A partner in reform, resilience, and recoveryUkraine's health system transformation has been driven by strong national leadership and institutions committed to improving access, quality, and sustainability.
MSH has partnered with Ukrainian institutions throughout this transformation—helping strengthen pharmaceutical governance, reimbursement systems, procurement processes, health technology assessment, digital platforms, and regulatory systems. These efforts have supported greater transparency, improved efficiency, and strengthened the ability of institutions to manage complex health challenges.
When war disrupted health services across the country, the systems built through years of partnership provided a foundation for continuity. Strengthening institutions that endureMSH works alongside Ukrainian institutions to strengthen the systems responsible for delivering health care—helping reforms become embedded within government structures and sustained over time.
Our partnerships span the Ministry of Health, National Health Service of Ukraine, Medical Procurement of Ukraine, State Expert Center, regional health authorities, universities, civil society organizations, and private-sector partners. Together, we combine technical expertise, policy support, digital innovation, workforce strengthening, and implementation assistance to strengthen national capacity.
