Improving Financing and Sustainability
Ensuring well-resourced, affordable health services
An estimated 4.6 billion people globally—over half the world's population—lack full access to essential health services. Unaffordable health costs are one of the major barriers to access, especially for the world’s poorest populations, who forego care or risk further impoverishment from catastrophic health care costs. MSH supports countries to increase investments in health and expand access to quality services through evidence-based and sustainable health financing strategies.
How MSH Improves Financing for Health Programs
MSH helps countries mobilize resources for health and spend them more efficiently; make health budgets more transparent; and develop innovative, performance-based financing and health insurance programs to make high-quality services accessible to everyone who needs them.

Ensuring financial protection
We assist countries to design and expand health insurance, implement medicines benefits programs, and prioritize equitable allocation of resources to health services for women, children, the poor, and other vulnerable groups, including people living with HIV.

Increasing sustainable investments in health
Through user-friendly costing tools, we help countries to estimate their resource needs and gaps and design evidence-based investment cases to mobilize financing for high-quality health services.

Improving efficiency of resource allocation
We support countries to apply analytics to optimize health system efficiency and use performance-based financing mechanisms to focus on delivery of results.

Enhancing budget execution and transparency
Through capacity building of local health program managers, community accountability mechanisms, and digitized financial management information systems, we help countries ensure health budgets are used effectively and efficiently to meet communities’ health needs.
Results and Highlights

Government-led benefits program provides coverage for lifesaving medicines
Established by the Government of Ukraine with MSH technical assistance, the Affordable Medicines Program has benefitted more than 5 million patients, providing coverage for nearly 750 medicines and medical devices and continues to expand despite the uncertainties of the war.

Sustainable financing increased for tuberculosis services
In countries such as Ethiopia and Kenya, national health financing and sustainability roadmaps developed with MSH technical assistance are guiding increased investments for preventing and treating tuberculosis.

Countries invest in community health workforces
Thirteen African countries have used MSH’s Community Health Planning and Costing Tool to identify the resources needed to supply, train, and sustain community health workers and help mobilize increased resources and align partners to fill financing gaps.
