Ida Hakizinka is Principal Consultant with Azura Sankofa Advisory at Management Sciences for Health (MSH). Based in Nairobi, Kenya, she brings more than 24 years of experience across government, civil society, donor institutions, and global health governance, with deep expertise in health financing, fiduciary systems, accountability, and donor–government engagement.
In her role, Ida works with governments to strengthen donor negotiation readiness, translate national priorities into bankable, investment-ready financing strategies, and reinforce fiduciary and audit systems that build donor confidence and enable greater use of country systems. Her work focuses on aligning external financing with national strategies and ensuring investments are well governed, sustainable, and anchored in domestic institutions.
Prior to joining MSH, Ida served as Executive Director of Aidspan, the independent watchdog of the Global Fund and other global health initiatives, where she led policy analysis and governance engagement to advance transparency, accountability, and effectiveness in global health financing.
Earlier in her career, Ida held senior leadership roles within the Government of Rwanda, including as Permanent Secretary of the Global Fund Country Coordinating Mechanism, Coordinator of the Global Fund Projects Management Unit, and economist at the Ministry of Finance and Economic Planning.
Ida brings a rare combination of government, donor, and accountability-focused experience, enabling her to support countries as they move from strategy to investment while strengthening long-term institutional capacity and national ownership.
