Paul M. Zimmerman is Vice President and General Counsel at MSH, providing legal advice and oversight to ensure that MSH operates according to the law and in the best interest of all stakeholders. Prior to joining MSH, he served as General Counsel, Chief Legal Officer, and Chief Ethics Officer at the Inter-American Foundation in Washington, DC. In those roles, he provided strategic guidance and advice to the Foundation’s Board of Directors, CEO, and Leadership Team on a broad range of legal, policy, operational, and risk management issues. He also oversaw legal issues related to grants and contracts management, ensured agency compliance with federal laws and regulations, directed the agency’s ethics program, and addressed and resolved conflicts of interest.

Before his tenure at the Inter-American Foundation, Zimmerman held a number of high-level positions in government and nonprofit organizations, including as Associate General Counsel at the Peace Corps, Special Investigative Counsel at the Department of Justice’s Office of the Inspector General, Senior Counsel at The Nature Conservancy, and Executive Director of Playworks. Zimmerman received his JD from Brooklyn Law School and his bachelor’s degree from Brown University. He is fluent in Portuguese and has abilities in French and Spanish.
