Building a More Resilient, Country-Led Supply Chain in Ethiopia

MSH and Ethiopian institutions are strengthening the systems, leadership, and capabilities that keep essential health products moving.

With support from the United States Government, Management Sciences for Health (MSH) works alongside Ethiopia’s Ministry of Health, the Ethiopian Pharmaceutical Supply Service (EPSS), regional health bureaus, local organizations, and private-sector partners to strengthen the country’s pharmaceutical and supply chain systems.

The Supply Chain Strengthening Activity (2024–2029) is designed not simply to improve individual supply chain functions, but to strengthen the institutions, management systems, workforce, and data needed for Ethiopia to lead and sustain performance over time.

Together, partners are improving how decisions are made, how resources and commodities move, and how national systems respond when routine delivery is disrupted.

Working with EPSS, regional health bureaus, private logistics providers, and other partners, SCS helped deliver $8.7 million in HIV, immunization, maternal and child health, and other commodities to conflict-affected areas of Amhara, Oromia, and Benishangul Gumuz in late 2025.

The Activity also supported the long-haul transport of an additional $6.8 million in medicines from EPSS central warehouses to hubs in Bahir Dar and Gondar.

Rather than introducing parallel platforms, SCS has helped restore and strengthen Ethiopia’s existing electronic Logistics Management Information System across 357 facilities, increasing functionality from 39% to 92% in two quarters.

Inventory accuracy increased from 68% to 83%, giving health leaders stronger information to guide decisions across maternal and child health, HIV, TB, and malaria programs.

MSH and EPSS developed a leadership and governance approach that helps translate performance data into measurable improvement.

Through the Challenge Model, 32 senior EPSS leaders across the central office and all 19 hubs completed 20 improvement initiatives with defined targets, coaching, and routine performance follow-up.

MSH has also supported the Ministry of Health to adapt and endorse a national supply chain maturity assessment, giving national and subnational leaders a common way to identify gaps, prioritize investment, and monitor progress.

A partnership gaining regional recognition

In August 2026, the Ethiopian Pharmaceutical Supply Service received the Gold Level Award for Procurement and Supply Management (Inbound Logistics) at the Africa Supply Chain Excellence Awards.

The recognition reflects Ethiopia’s continued investment in stronger supply chain institutions and performance, supported in part through collaboration with the SCS team.
