MSH’s Dr. Justice Nonvignon Named Director for Africa, International Health Economics Association’s Board of Directors

Arlington, VA—December 11, 2025—MSH congratulates Justice Nonvignon, PhD, who leads our health economics and financing practice area, for his appointment as Director for Africa by the International Health Economics Association’s (IHEA) Board of Directors.  

The IHEA is a nonprofit membership organization with more than 1,500 members from more than 100 countries. It aims to foster a global community of health economists that is committed to building evidence for better, equitable health care and health outcomes, sharing ideas and resources, and developing and applying economic theory and methods as well as strengthening the field of health economics. This year’s board elections reflect IHEA’s revisions to its bylaws to ensure broader representation across all UN regions, reflect the distribution of its global membership, and guarantee that all board directors are elected directly by IHEA members. 

Dr. Nonvignon brings more than 20 years of experience and expertise in economic evaluation, health technology assessments, and health financing. Before joining MSH in 2024, He served as Professor of Health Economics at the University of Ghana and was the Founding Head of the Health Economics and Financing Program at the Africa Centers for Disease Control and Prevention, where he spearheaded the development of a comprehensive approach to addressing critical gaps in health economics and financing policy across African Union Member States. Dr. Nonvignon is a recognized expert in transitioning health financing from international donors to domestic sources, having led such analyses in several countries and spoken at many global events. He has published some 120 peer-reviewed articles and served on more than 35 expert committees, including the Technical Advisory Panel of the Pandemic Fund and the Advisory Board of the Global Health Economic Center at the London School of Hygiene and Tropical Medicine.  

Noting that the IHEA’s work is well aligned with what MSH does, Dr. Nonvignon is “excited to serve the global health economics community in this role and help advance the discipline’s reach in Africa, including to support decision-making.”
