Andrew Carlson, Senior Technical Advisor, Health Economics and Financing, is a seasoned expert in health financing, economics, policy, and capacity strengthening. Based in Yaoundé, Cameroon and fluent in French, Carlson has 12 years of experience providing technical assistance to 28 low- and lower-middle income countries. With MSH, Carlson strengthened the capacity of a Haiti-based health financing NGO to become the Ministry of Health’s go-to technical assistance partner and qualify as prime implementer of USAID awards, as well as co-developed the Kenyan government’s TB Financing Roadmap FY2023/24-FY2027/28 alongside the country’s Kenya’s National TB, Leprosy, and Lung Disease Program.

Prior to joining MSH, Mr. Carlson trained and guided three Nigerian State Ministries of Health through the development of five-year fiscal space analyses and consequent resource mobilization plans ensuring adequate funding for their health sectors. Carlson got his start at the Sabin Vaccine Institute, where he worked on the front lines supporting 21 Gavi-eligible countries track financial resources, conduct evidence-based advocacy to meet co-financing commitments, and prepare for Gavi transitions. Carlson holds a Masters in Public Administration from George Washington University.
