Management Sciences for Health to expand eLearning in Mali with Global Fund support 

Arlington, VA—January 21, 2026—The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) through Plan International Mali (PIM) has awarded Management Sciences for Health (MSH) a nine-month contract (December 2025 – August 2026) to continue its development of an eLearning platform in Mali.  

Current grants from the Global Fund to the Republic of Mali are designed to realize the Technical Review Committee’s recommendation for the development of an e-learning platform. The platform will be used to extend various training courses aimed at target audiences from the Ministry of Health and Social Development (MSDS) and civil society.  

MSH’s work, conducted under an initial subcontract from PIM, assisted the MSDS to update its learning management system to include AI functionality, improve security, and enable learner tracking. We also collaborated to develop an eLearning plan to formalize Global Fund training for HIV, tuberculosis, malaria, and health system strengthening grants in Mali. Throughout, MSH employed a comprehensive instructional design process that assessed and prioritized learning needs, determined LMS specifications, and co-designed deliverables with both the MSDS and Plan International. 

Under the new contract, MSH will provide technical support to MSDS and Global Fund Principal Recipients to collaboratively design and develop four eLearning courses—one each for HIV, tuberculosis, malaria, and health systems strengthening—and to adjust the eLearning platform as needed and support the MSDS in launching the platform. In doing so, we will train MSDS IT and eLearning coordinators in the development and administration processes.  

A team composed of international and local consultants, in addition to MSH experts, will implement this project under the MSDS leadership and in close collaboration with Plan International Mali, MSDS, and other stakeholders identified by the MSDS.
