Nairobi, Kenya—January 15, 2026— Management Sciences for Health (MSH) is pleased to welcome Ida Hakizinka as Principal Consultant with Azura Sankofa Advisory, MSH’s embedded advisory capability that partners with governments to strengthen negotiation readiness, support coherent and coordinated financing strategies, and reinforce public financial management, fiduciary accountability across domestic and external resources. Ida brings more than two decades of experience across government, civil society, donor institutions, and global health governance. Her work has focused on supporting governments to navigate complex financing environments, translate policy priorities into bankable, implementable investment cases, and steward external resources through credible national systems.
Prior to joining MSH, Ida served as Executive Director of Aidspan, the independent watchdog of the Global Fund and other global health initiatives. In this role, she led policy analysis and governance engagement to strengthen transparency, fiduciary oversight, and accountability across large-scale global health financing.
Earlier in her career, Ida held senior leadership roles within the Government of Rwanda, including Permanent Secretary of the Global Fund Country Coordinating Mechanism, Coordinator of the Global Fund Projects Management Unit, and economist at the Ministry of Finance and Economic Planning. These roles gave her first-hand experience operating at the intersection of government priorities, donor requirements, and national accountability systems.

In her role with Azura Sankofa Advisory, Ida will work with governments to strengthen donor negotiation readiness, develop investment-ready financing strategies, enhance public finance management (PFM) and reinforce fiduciary and accountability systems that enable greater and more effective use of country systems and more durable health system strengthening financing outcomes. Ida is based in Nairobi, Kenya.
