Global Fund Health Systems Strengthening Project

Overview

The Global Fund Health Systems Strengthening Project supported improvements in the quality of health services by enabling staff at Ministry of Health regional and departmental health directorates to become motivated leaders with strong leadership, management, and governance (LMG) skills.

In Côte d’Ivoire, the LMG health systems strengthening approach employed a work-based capacity-building program focused on action and targeted health care system managers and directors. It built the capacity of leaders in administrative management roles through specialized training and coaching. This project was modeled after the decentralization approach of the 2013–2017 USAID-funded Leadership, Management, and Governance project in Côte d’Ivoire. Key achievements included:

  • Placing full-time technical advisors in each region to provide ongoing LMG coaching to regional and district health directorate staff
  • Implementing a Leadership Development Program Plus program at regional health directorates, district health directorates, and referral hospitals
  • Conducting governance training for district and regional health staff 
  • Providing a package of basic materials to improve the work environment in regional and district health offices
