Health Leadership Program

Overview

The USAID-Haiti Health Leadership Program (HLP) supports the Haitian government’s efforts to build a health system that is accessible, accountable, affordable, and reliable.

HLP works closely with local partners alongside the Government of Haiti to build its capacity to lead and finance the health sector and improve its planning and oversight of the health workforce. Our technical assistance to the government targets specific gaps and enhances the capabilities of Haitian partners to direct their own development and reduce dependence on outside sources.  

We lead the project in collaboration with two local partners: Group Croissance, a Haitian consulting firm specializing in health finance and budget transparency, and the women-led Centre de Formation et d’Encadrement Technique, a Haitian consulting organization specializing in human resource management.

HLP builds on our trusted relationships in Haiti’s public and private sectors—and across the political spectrum—that were created by delivering resilient programs with measurable, sustainable results, most recently the World Bank Projet d’Amélioration de la Santé Maternelle et Infantile à travers des Services Sociaux Intégrés and the USAID Leadership, Management, and Governance program.

Building local capacities to ensure strong health system outcomes in Haiti: The USAID Health Leadership Project (HLP) supports the Haitian Ministry of Health to build an optimal health system that is accessible, accountable, affordable, and less reliant on external partners for the equitable delivery of quality health services. Initially led by Management Sciences for Health, in 2022, HLP achieved a major milestone when Haitian organizations CFET and Group Croissance took the lead of the project. Project Contact

Dr. Georges Dubuche is a medical doctor, an obstetrician and gynecologist, and a public health specialist. He first joined MSH as Technical Director for the USAID-funded Santé pour le Développement et la Stabilité d’Haïti (SDSH) Project and currently serves as Chief of Party for the USAID-funded Haiti Health Leadership Project. Dr. Dubuche has over 30 years of experience in health policy and management, maternal and child health issues, reproductive health and family planning, sexually transmitted infections, HIV and AIDS, global health, alternative health care financing solutions, and managed care. He obtained his medical degree from the State University of Haiti and holds an MPH from Harvard University.
