By introducing digital tools, building institutional capacity, and aligning with European Union standards, these reforms are enhancing accountability and resilience within Ukraine’s health system. The SCA’s transformation demonstrates how strong governance can expand access to essential medicines, even during crisis, and offers lessons for other countries advancing regulatory reform.
