Grant Management Solutions (GMS) Final Report: 2012-2017
This report highlights achievements from the Grant Management Solutions (GMS) project’s second phase (2012-2017). GMS continued providing its signature rapid, high-quality technical support to principal recipients (PRs) and country coordinating mechanisms (CCMs) through 34 assignments in 23 countries. GMS also met other significant milestones.
GMS scaled up the whole-of-country approach to the PR Management Dashboard and CCM Summary in 11 countries. Countries are increasingly pairing use of these tools to improve management of grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and bolster results from grant activities.
In PY4, GMS completed governance strengthening support to the Global Fund Board’s African constituencies. In 2012 GMS supported the African Delegations to set up mechanisms for and increase capacity to represent the 44 member countries at Global Fund Board level; since 2014 GMS worked in collaboration with the Bill & Melinda Gates Foundation. Following membership renewal and establishment of delegation support, these delegations have contributed significantly to shaping Global Fund policies and influencing 2016’s replenishment of the Global Fund. GMS also completed business strengthening support to its 12 regional partners (RPs) and in PY4, the RPs traded technical support through a “Peer-to-Peer Exchange.”
