Management Sciences for Health Welcomes Dr. Justice Nonvignon as Technical Director for Primary Health Care Efficiency, Effectiveness, and Equity

Arlington, VA—July 8, 2024—Global health NGO Management Sciences for Health (MSH) today announced the appointment of Justice Nonvignon, PhD, as Technical Director for Primary Health Care Efficiency, Effectiveness, and Equity. In that role, Dr. Nonvignon will focus on helping partner countries build sustainable and resilient health systems by using innovative health economics and financing approaches and tools.

“Dr. Nonvignon brings a breadth of technical and leadership skills that will be invaluable as we support resource-constrained countries in their efforts to ‘get more health for the money,’” said Dr. Damian Walker, Senior Technical Director and MSH’s Practice Area Lead for Health Economics and Financing. “Whether a country is working toward achieving universal health coverage, addressing global health security, or confronting a surge of non-communicable diseases, we know that primary health care is critical to all of those efforts. So, we’re making an investment in top-level talent such as Dr. Nonvignon to bring excellence and cutting-edge expertise to support our partners across the globe.”

Dr. Nonvignon joins MSH with significant health economics and financing expertise. He is a professor of health economics at the University of Ghana, where his teaching and research areas include economic and impact evaluations of population, health, and nutrition programs as well as health financing. His research work spans multiple countries in Africa.

As the Founding Head of the Health Economics and Financing Division at the Africa Centers for Disease Control and Prevention—a position he has held for the past three years—Dr. Nonvignon led the creation of the institution’s strategy for addressing key gaps in health economics and financing policy and practice across African Union Member States.

His research has been funded by organizations such as the Bill and Melinda Gates Foundation; the United Kingdom’s Foreign, Commonwealth & Development Office; and development agencies for both Denmark and Norway. He has consulted for major global health players, including the World Health Organization (WHO), UNICEF, and the World Bank. He has served on more than 35 expert committees, such as the Technical Advisory Panel of the Pandemic Fund, WHO’s Strategic and Technical Advisory Group for Infectious Hazards with Epidemic and Pandemic Potential, the Ghana Ministry of Health’s Health Technology Assessment Technical Working Group (as co-chair), and the Advisory Board of the Global Health Economic Centre at the London School of Hygiene and Tropical Medicine.

Dr. Nonvignon holds a PhD in public health from the University of Ghana, a master’s degree in economics from the University of Dar es Salaam, Tanzania, and a bachelor’s degree in economics from the University of Cape Coast, Ghana. He has authored more than 100 peer-reviewed journal articles, book chapters, and commentaries.
