Senior Principal Technical Advisor, MTaPS Program, Global Health Security Agenda, TB, and COVID-19

Andre Zagorski, Senior Principal Technical Advisor, develops and implements pharmaceutical systems strengthening (PSS) strategies and interventions to ensure universal access to quality medicines, pharmaceutical services, and new technologies in line with donor and global goals. Zagorski has over 30 years of global TB, infectious diseases, and essential medicines project management experience in Europe, Asia, and Africa. His technical areas of expertise include: health and pharmaceutical systems strengthening; medicines policy and regulation; market management; safety of medicines; antimicrobial resistance; rational use of medicines; quality assurance; supply chain management; introduction and programmatic implementation of new medicines and regimens; development and use of pharmaceutical management tools; management information systems; monitoring and evaluation; and capacity building.

In his current position, Zagorski contributes to the MTaPS’ Global Health Security Agenda portfolio of activities in 12 countries, including Bangladesh, Burkina Faso, Cameroon, Côte d’Ivoire, Ethiopia, Kenya, Mali, Mozambique, Philippines, Senegal, Tanzania, and Uganda. He led the MTaPS’s COVID-19 emergency response and vaccination portfolio of activities in 15 countries. The focus of the portfolio was on rapid strengthening of infection prevention and control (IPC) for COBID-19, protection of essential health services, emergency supply of IPC commodities, and expedited equitable and safe introduction of COVID-19 vaccines. Zagorski developed response and rapid capacity development strategies and implementation and monitoring country-level work plans to the support of the highest technical quality and consistent with USAID requirements and mandates.

Zagorski holds a master’s degree from Moscow State University and is fluent in English and Russian.
