Custom-Built System Brings Safe Drinking Water to Tens of Thousands of People in Peru’s Indigenous Communities Affected by Oil Drilling

Public-private partnership offers a replicable model that can save lives around the world
Lima, Peru—October 2, 2017—Management Sciences for Health’s Peruvian affiliate, MSH-Peru, a nonprofit public health organization, announced today the successful completion of a three-year-long water treatment and sanitation project in partnership with INCLAM Group to bring drinking water to isolated communities whose water supplies have been affected by oil spills and other sources of pollution. The project, called “Water is Health,” initiated in 2014 with funds from the Peruvian government and has provided access to clean water and health awareness to more than 20 thousand people, and it serves as a replicable model worldwide.
“Indigenous communities across Peru have been battling with access to safe water for years,” said Edgar Medina, a public health physician and also MSH-Peru’s Executive Director. “Thanks to the partnership, goodwill, and generosity of our government and INCLAM Group, we found a solution that has proven to save the lives of countless children here in our country and one that can be replicated in other nations dealing with similar water contamination and access problems.”
According to the World Health Organization, diarrhea is the second leading cause of infant mortality in the world. Proper training and sanitation could prevent an estimated 88 percent of those deaths. “Our evaluation at the onset of the project indicated that 64% of children under five in those communities suffered from diarrheal diseases. By the end of the project, that number fell to 24%,” added Medina.
“This partnership is exceptionally important at a time when access to safe water is becoming more scarce,” said Jordi Pastor, INCLAM’s Regional Manager for Latin America and the Caribbean. “All too often, engineering and construction companies undertake projects without consulting the population that will use them. At INCLAM we design supply solutions tailored to the client’s requirements and the surrounding environment. Our goal is to increase availability of drinking water in communities of fewer than 5,000 inhabitants, prioritizing areas with declared emergencies and to provide the necessary conditions for sustainable resource management.”
MSH-Peru has overseen the rollout of the project following a process that starts by coordinating with local governments and health centers. Once the treatment plant is built and functioning, MSH-Peru teaches community members about adequate collection and storage of water, adequate consumption, and safe disposal of human waste. Lastly, MSH-Peru executed the project’s monitoring and evaluation activities.
The educational activities were deployed through community meetings, demonstration sessions, puppet shows, family visits, games, and competitions, among others. More than 20 thousand people have been reached—spread over 4,000 families—of whom more than 3,000 are children under five.

Launched in 2014, “Water is Health” brought 65 portable water treatment plants across several indigenous communities in Peru’s Northeastern region of Loreto, in the Amazon forest. INCLAM custom-built and installed nine different types of water treatment systems made of easy-to-source materials.
“This success confirms that our formula combining technology best suited to the environment with the creation of a participatory processes involving society—a formula already applied in other countries—provides the best foundation for sustainability and the strengthening of institutions,” said Alfonso Andrés, INCLAM Group’s CEO.
The project contributes to several Sustainable Development Goals—primarily goal 6 of access to clean water and sanitation, but is also a key strategy for goal 1 of ending poverty, 3 of good health and wellbeing (specifically target 3.2 of ending preventable deaths of newborns and under-5 children by 2030), and 12 of responsible consumption and production.

Lima, Peru, 2 de octubre de 2017—La organización sanitaria MSH-Perú afiliada de Management Sciences for Health Inc., anunció hoy la conclusión exitosa de un proyecto de tres años de tratamiento de agua en asociación con el Grupo INCLAM para llevar agua potable y segura a comunidades aisladas cuyas fuentes de agua han sido afectadas por derrames de petróleo y otras fuentes de contaminación (metales pesados e hidrocarburos). El proyecto, denominado “El agua es la salud”, tuvo inicio en 2014 con fondos del gobierno peruano y ha brindado acceso al agua potable y educación sanitaria en prácticas saludables e higiene del hogar a más de 20 mil personas y sirve como un modelo replicable en todo el mundo.
“Hace años que las comunidades nativas del Perú vienen luchando por el acceso al agua segura”, dijo Edgar Medina, médico de salud pública y Director Ejecutivo de MSH-Perú. “Gracias a la asociación entre MSH-Perú y el grupo INCLAM, y a la buena voluntad y la responsabilidad de nuestro gobierno, encontramos una solución que ha demostrado salvar la vida de innumerables niños aquí en nuestro país y que puede ser replicada en otros países con el mismo problema de contaminación y acceso al agua segura”.
Según la Organización Mundial de la Salud, la diarrea es la segunda causa principal de mortalidad infantil en el mundo. La capacitación adecuada y el saneamiento podrían prevenir un 88 por ciento de esas muertes. “Nuestra evaluación al inicio del proyecto indicó que el 64% de los niños menores de cinco años en esas comunidades sufrían de enfermedades diarreicas. Al final del proyecto, ese número bajó para 24% “, agregó Medina.
“Esta alianza es excepcionalmente importante en un momento en que el acceso al agua potable se hace cada vez más escaso”, dijo Jordi Pastor, Gerente Regional de INCLAM para América Latina y el Caribe. “Con demasiada frecuencia, las empresas de ingeniería y construcción realizan proyectos sin consultar a la población que los utilizará. En INCLAM diseñamos soluciones de suministro adaptadas a las necesidades del cliente y al entorno en el que ellos viven. Nuestro objetivo es aumentar la disponibilidad de agua potable en comunidades de menos de 5.000 habitantes, priorizando áreas con emergencias declaradas y proveer las condiciones necesarias para el manejo sostenible de los recursos”.
MSH-Perú ha supervisado la ejecución del proyecto siguiendo un proceso que comienza con la coordinación con gobiernos locales y centros de salud. Una vez que la planta de tratamiento está construida y en funcionamiento, MSH-Perú enseña a los miembros de la comunidad sobre la recolección adecuada y el almacenamiento de agua, el consumo adecuado y la eliminación segura de los desechos humanos. Por último, MSH-Perú ejecutó las actividades de monitoreo y evaluación del proyecto.
Las actividades educativas se llevan a cabo a través de reuniones comunitarias, sesiones de demostración, espectáculos de títeres, visitas familiares, juegos y concursos, entre otros. Se han alcanzado a más de 20 mil personas, repartidas en más de 4.000 familias, de las cuales más de 3.000 son niños menores de cinco años.
“Construir instituciones locales de salud fuertes y líderes es fundamental para nuestra meta de maximizar el impacto de salud en los países donde trabajamos”, dijo Marian W. Lanzado en 2014, “Agua es Salud” llevó 65 plantas portátiles de tratamiento de agua a varias comunidades indígenas en la región nororiental de Loreto, en la selva amazónica. INCLAM construyó a medida e instaló nueve tipos diferentes de sistemas de tratamiento de agua hechos de materiales fáciles de obtener.
“Este éxito confirma que nuestra fórmula que combina la tecnología más adecuada al medio ambiente con la creación de procesos participativos que involucran a la sociedad -una fórmula ya aplicada en otros países- proporciona la mejor base para la sostenibilidad y el fortalecimiento de las instituciones”, dijo Alfonso Andrés, CEO del Grupo INCLAM.
El proyecto contribuye a varios Objetivos de Desarrollo Sostenible -especialmente el objetivo 6 del acceso al agua potable y el saneamiento, pero también es una estrategia clave para el objetivo 1 de acabar con la pobreza, el 3 de buena salud y bienestar (específicamente el objetivo 3.2 de acabar con muertes evitables de recién nacidos y menores de 5 años para 2030), y 12 de consumo responsable y producción.
